Harold J. Finkelstein is Of Counsel to the law firm of Katz, Bernstein & Katz, LLP, after having retired from the Internal Revenue Service in August 2006 with over 40 years of distinguished employment. In his present capacity, Mr. Finkelstein performs all aspects of representational activity on behalf of firm clients at all levels of Federal, State and City jurisdictional tax authorities. This includes handling tax audits of income, estate and gift and sales tax returns and appearing before the Appeals Office of the Internal Revenue Service and the New York State Bureau of Conciliation and Mediation Services.
Upon graduation from law school, Mr. Finkelstein worked at a law firm for almost 2 years, prior to joining the Internal Revenue Service. During his tenure in the Service, Mr. Finkelstein was intricately involved in all facets of taxation as it related to federal tax issues including individuals, partnerships, corporations, as well as estates and gifts.
With the IRS, Mr. Finkelstein held the positions of Revenue Agent, Estate & Gift Tax Attorney, Appeals Officer and, until his retirement, Lead Appeals Team Manager/Associate Chief of the Long Island Appeals Office in which capacity he served for 29 years. Mr. Finkelstein had the responsibility of managing the office as well as having supervisory and signatory approval authority over the work of a team of Appeals Officers.
Mr. Finkelstein is admitted to practice before the United States Supreme Court, the United States 2nd Circuit Court of Appeals, the U.S. Tax Court and the Eastern and Southern District Courts of New York. He is also a member of the American Bar Association and the Nassau County Bar Association.
Mr. Finkelstein applies his extensive technical expertise and his effective communicative skills in his position as an Adjunct Full Professor at Hofstra University where, since 1977, he teaches legal studies and tax courses at both the graduate and undergraduate levels. Mr. Finkelstein co-authored the article “New Preparer Penalties: ‘Let’s Be Careful Out There’” that appeared in the July 2008 issue of the CPA Journal.
