Bio

Harold J. Finkelstein is Of Counsel to the law firm of Katz, Bernstein & Katz, LLP, after having retired from the Internal Revenue Service with over 40 years of distinguished employment.  In his present capacity, Mr. Finkelstein performs all aspects of representational activity on behalf of firm clients at all levels of Federal, State and City jurisdictional tax authorities.

During his tenure in the Internal Revenue Service, Mr. Finkelstein was intricately involved in all facets of taxation as it related to federal tax issues including individuals, partnerships, corporations, as well as estates and gifts.  He held the positions of Revenue Agent, Estate & Gift Tax Attorney, Appeals Officer and, until his retirement, Lead Appeals Team Manager/Associate Chief of the Long Island Appeals Office in which capacity he served for 29 years.

Mr. Finkelstein is admitted to practice before the United States Supreme Court, the United States 2nd Circuit Court of Appeals, the U.S. Tax Court and the Eastern and Southern District Courts of New York.  He is also a member of the American Bar Association and the Nassau County Bar Association.

Mr. Finkelstein applies his extensive technical expertise and his effective communicative skills in his position as an Adjunct Full Professor at Hofstra University where, since 1977, he teaches tax courses at both the graduate and undergraduate levels.  Mr. Finkelstein co-authored the article “New Preparer Penalties: ‘Let’s Be Careful Out There’” that appeared in the July 2008 issue of the CPA Journal.
