Professor Hickey currently teaches international, energy and property law courses. He is the former and founding Director of International and Comparative Law Programs. His publications cover 6 books including Energy Law and Policy for the 21st Century, The Environment: Global Problems, Local Solutions, and Government Structures in the U.S.A. and the Sovereign States of the Former U.S.S.R. and over 60 other publications. His latest book, The Legal Doctrines of the Rule of Law and the Legal State (Rechsstaat), was co-edited with the (2013-14) ABA President. His PhD thesis was on land-based pollution of the high seas.

He has practiced law with two Washington D.C. law firms in the areas of international law, law of the sea, energy and natural resources law, antitrust law and administrative law. He has twice been a Visiting Fellow at Cambridge University?s Lauterpacht Research Centre for International Law. He has taught a general course in public international law at Cambridge University and has been a visiting professor/scholar/lecturer at many universities around the world including the University of New South Wales, The University of Technology Sydney, Warsaw University, Erasmus University Rotterdam, Humboldt University Berlin, the Helsinki Summer Seminar of International Law, and Dundee University?s Centre for Petroleum and Mineral Law and Policy. He has been a consultant to the Energy Charter Secretariat in Brussels, a Special Assistant to the Water Availability Task Group of the National Petroleum Council, and a Foreign Member of the Ukraine Academy of Ecological Sciences.

He is past Chair of the ABA Special Committee on Electric Industry Restructuring. He has served on the ABA Graduate Legal Education Committee. He currently is a vice chair of the Book Publishing Board of the ABA Section of Environment, Energy, and Resources and he sits on the Board of Editors of Springer?s IUS GENTIUM book series on comparative perspectives on law and justice. He is a Life Fellow of the American Bar Foundation.
